Eligibility for Home Care Packages

To be eligible for a Home Care Package, individuals must be assessed by the Aged Care Assessment Team (ACAT) – or Aged Care Assessment Service (ACAS) in Victoria. Criteria for eligibility include being an older person who needs coordinated services to help them stay at home, or being a younger person with a disability, dementia, or special care needs not met through other specialist services.

Understanding the Four Levels of Home Care Packages

Level 1: Basic Care Needs

Level 2: Low-Level Care Needs

Level 2 packages are for individuals who need more assistance than what's provided in Level 1, including support with more frequent personal care and other home assistance services.

Level 3: Intermediate Care Needs

Level 4: High-Level Care Needs

How to Apply for a Home Care Package

The application process for a Home Care Package involves several steps:

  1. An initial assessment through My Aged Care, the central entry point to Australia's aged care system.
  2. A face-to-face assessment with an ACAT/ACAS team member.
  3. Approval and assignment of a Home Care Package.
  4. Selecting a Home Care Provider to administer the services.
  5. Developing a Care Plan tailored to the individual needs.
  6. Receiving care and regular reassessments to ensure the package continues to meet the individual's requirements.

Choosing a Home Care Provider

Choosing a Home Care Provider is a significant decision, as they will be coordinating and providing the services that enable individuals to live at home. Considerations include:

Participants are expected to contribute to the cost of their care if they are financially able to do so. The Australian Government subsidises the remaining costs up to the package value. Costs can vary based on the care recipient's financial situation, and full pensioners may not have to pay any extra fees, while part-pensioners and self-funded retirees may be required to contribute more.
